The regulation of pollutants in water bodies began to gain increasing practical importance in the early 1960s, with the main focus on preserving water quality and the habitat of fish and other aquatic organisms. The current system of rationing the water quality of water bodies of fishery importance based on the maximum permissible concentrations of pollutants (MPC) does not take into account the regional characteristics of water bodies. Whereas regional regulations can allow the most complete implementation of the principles of the ecosystem approach, taking into account the peculiarities of the existing ecosystem, based on the analysis of long-term observations, hydrochemical studies and toxicological studies at test facilities. The article presents the main methodological approaches that specify the provisions of the Guidelines for the development of regional MPC. The main stages of the development of regional MPCs are: substantiation of the possibility of developing regional standards, determination of the territory to which the standard applies, and laboratory studies. When approving regional MPCs, they have priority over federal standards, and are focused on the conservation of aquatic ecosystems.
